The Stormwater Association of Maryland, Inc. (SWAM) is comprised of local governments throughout Maryland who own and operate regulated municipal separate storm sewer systems (MS4s).

In addition to public agencies, leading consulting firms may participate in SWAM through an affiliate membership. This allows them to keep abreast of cutting edge developments affecting municipal stormwater programs in Maryland and to suport SWAM members regarding technical issues.

SWAM's primary goals are to insure that local governments have meaningful input in all aspects of Maryland stormwater programs and related requirements. Such programs must be reasonable, protective of the environment and implementable at the local level. In furtherance of these goals, SWAM works to establish and maintain good working relationships with federal, state and local officials and to encourage the establishment of sound policy relating to stormwater management.

SWAM is actively involved with state and, as needed, federal policy makers on every major stormwater issue in Maryland critical to effective management of stormwater systems, such as:

• MS4 Permits (Phase I and Phase II)
• Chesapeake Bay TMDL & Watershed Implementation Plans
• Other TMDLs & Water Quality Standards
• Stormwater Management Act of 2007 (Post-Construction Stormwater)
• Regulatory Compliance & Enforcement
• Stormwater Legislation
• Stormwater Utilities & Funding
